Well, if it depended more on a strap on sling rather than just tightening around the penis, it'd make it a lot more circulation safe...  or, if it would slide over the shaft and then had a "hook" like on the feeldoe toy, lock into the wearer anally, that'd hold it in place without hurting the circulation really at all, and if there was some sort of backing on the sleeve to keep the greater portion of pressure and expansion on the outer ring, it'd do very well..

So one could use a mild silicone sleeve with a thinner membrane for expansion in only one direction and then a locking bulb to hold it in place that also stimulates the prostate...  That way if the silicone sleeve actually reduced the sensation of sex against the penis, orgasm would still be easily reachable. Also, stimulation to the prostate would mean that an erection would most likely last longer, even remaining hard or having the erection come back after having an orgasm.

A few years back I suggested to BB that maybe we could design a few toys that would lock into one partner anally or into the vagina *in my case, having a g/f* so she could then enjoy riding me while I enjoy being ridden...
